CHINA OPERATIONS MANAGER
at AT-PAC in Wuxi
Job Title: China Operations Manager
Department: Supply Chain
Reports To: Manager of Procurement & Logistics

Summary:
To Manage China Warehouse Operation, identify, develop and maintain a Chinese network of manufacturers for major, strategic At-Pac products. Co-ordinates tooling-up phase and assists with vendor qualification and audit processes.
Essential Duties and Responsibilities include the following. Other duties may be assigned.
1. Good understanding of Imports and Exports for China, as they relate to free trade and bonded zones.
2. Manage the relationship with customs broker.
3. Provide guidance and consultation on freight related items.(Make recommendations to enhance to carrier service and relations)
4. Support, monitor and manage warehouse operations (Inbound/Outbound of product and Inventory management.)
5. Monitor, coach and supports China Warehouse Team.
6. Create China Warehouse budget and monitor. (Investigate and resolve g/l issues)
7. Provide consistent internal communications.
8. Coach and educate/staffing.
9. Researches and identifies potential suppliers throughout China for products and materials based on established qualification criteria that includes capability assessments of financial and practical limitations, product cost, quality, reliability, ability to meet delivery schedules
10. Negotiates and reviews contracts, bids and proposals and monitors vendor agreements for legal correctness, price, and acceptability of items to specifications and in accordance with established limits (Operating budget, quality, quantity specs, and delivery schedules.)
11. Maintains up to date knowledge of technical requirements and market conditions to negotiate best price while meeting all other specifications. This includes compiling information from periodicals, catalogues and other sources to keep informed on price trends and manufacturing processes
12. Monitors purchase agreements to ensure compliance in dealing with confidential and propriety information
13. Maintains tracking reporting systems, monitor agreements and resolve problems with suppliers.
14. Provides support for new product development. This includes assisting in developing “Bill of Materials” cost structures with a cross functional team through the product development cycle and assisting with purchasing support for production.
15. Reviews requisitions or CAD drawings, checking requirements concerning quantity and time.
16. Maintains detailed knowledge of current programs and products and those likely to be purchased.
17. Identifies and recommends opportunities to reduce product cost and inventory investment. This includes compiling and analyzing statistical data to determine feasibility of buying products and to establish price objectives.

Education and/or Experience
• B.S. or B.A. in Business Management. Advanced knowledge of purchasing principles, international trade and a solid understanding of general accounting practices.
Language Skills
• Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients and customers.
• Ability to communicate in Mandarin and Cantonese is and asset.
Reasoning Ability
• Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
Computer Skills
• Good working knowledge of MS Office (Excel, Word Power Point).
Other Skills and Abilities
• Extensive knowledge of scaffolding, shoring and forming products and manufacturing techniques, jigs, tools, dies and raw material sources.
• Strong background in scheduling manufacturing orders to customer requirements
• Strong background and knowledge in the manufacture of extruded, machined and fabricated parts
• Extensive knowledge of applicable laws and regulations generally accepted purchasing and contract management practices, business management and accounting
• Good working knowledge of Auto Cad for accessing drawings and reviewing specifications
• Ability to work independently or in a team environment and in co-operation with cross-functional departments, including senior management.
• Experience in EPICOR 9 Purchasing/Materials Management module is an asset.
